At some point, Shakky was captured by the World Government and taken to God Valley likely intended as a prize in the Celestial Dragons twisted human hunting event. This is what drove both crews to the island: Rocks to reclaim her, Roger to rescue her. In the end, Roger defeated Rocks, and it was likely Rayleigh who actually set her free.
